Thank you to all who passed along your information about music programs at your school. I had 14 responses, and as you can imagine, 14 ways of doing things. Trying to find some commonality, here is what I found:

5 schools begin band in grade 5 as a regular part of the music program
3 have band as an after school activity
2 start with instruments, particularly strings as early as grade 2, as part of the school program
5 schools have separate instrumental teachers

The amount of time devoted to general music classes varies from a low of 30 minutes per week to a high of 100 minutes per week, with an average being 80 minutes per week --
