Thanks to the 46 of you who took the time to answer back so quickly.
Very
interesting results below:
Most gave me a range of what was thought appropriate - others just
reported their own staff costs percentage:

Additionally, two REOs from the Office of Overseas
Schools at the State
Department responded as follows:
In the U.S. Public Schools it's 85 to 88% of the operating budget.
Asking around the Old Pros in this office, we suggest that staff costs,
(salary, housing, travel, training) should be about 80-85% of total
operating costs.
